Public Corporations are a modern instrument of the welfare state, created to perform commercial and public functions efficiently while maintaining government accountability.

A public corporation is a statutory body created by the legislature having a separate legal personality with powers to carry on public function with financial & administrative autonomy under state control.

It is an organization established by law to perform commercial, industrial, or welfare functions in the public interest, independent of departmental control.

Public corporation is a form of public Enterprise which combines the flexibility of private management with the accountability of public Administration.

Public corporations are instrumentalities of the State designed to discharge public duties efficiently while remaining subject to constitutional limitations and judicial Review.

Reasons for Growth of Public Corporations-

(A) Welfare state and social objectives—

(1) Emergence of welfare state-State moved beyond law and order to social welfare→Requires specialized bodies.

(2) Expansion of Govt. Function-Increase in sectors like health, education, transport →Need for separate entities.

(3) Need for social Justice-To ensure fair distribution of wealth and opportunities.

(4) Reduction of inequality- Public corporation helps to bridged economic gaps.

(5) Poverty Alleviation Programs- Implement schemes effectively through dedicated institutions.

(6) Rural Development Initiatives- Focus on agriculture, irrigations rural industries.
